Who’s policing Nigeria’s police?

The Nigerian police force, seen by many as a bad joke, has set up a complaints unit. Would Nigerians use this service effectively? Would the police take action against the complaints? Or would they harass the complainants? Is it just PR or would this become an effective tool in combating police corruption and excesses?
