Human rights group welcomes EFCC investigation of Sullivan Chime

A human rights group, the Civil Rights Realisation and Advancement Network (CRRAN), has welcomed what it called the belated investigation into the crimes of Sullivan Chime, the former governor of Enugu State.

CRRAN’s statement is reproduced in full below.


The Economic and Financial Crimes Commission (EFCC), recently commenced investigation over the spending of N450 million given to the Enugu State governor for last year’s national elections. The money was fraudulently taken from the Federation account.

The governor was reported to have accepted receiving the money but maintained that he kept it in custody of his orderly and the said money was later disbursed by his Commissioner for Special duties, Rita Mba, who Chime said, “Unfortunately for reasons best known to her, probably she was scared, in her statement she said she didn’t see the money”.

It is submitted that now that the Economic and Financial Crimes Commission (EFCC), has woken up from its’ slumber at the behest of the Federal government it should do what is expected of it.

It is on record that several concerned citizens of the state among whom is Ray Nnaji Esq. a former Commissioner in the State and Rights Groups have demanded investigation into how the government of Sullivan Chime Esq. looted the treasury of Enugu State government during his 8years administration (2007-2015) but the Economic and Financial Crimes Commission (EFCC) threw all the complaints and petitions out through the window and swept anything remaining of the complaints under carpet.

It is also on record that the administration of Sullivan Chime Esq. mismanaged and misappropriated the local governments’ allocation running into several billions of naira during his 8 year tenure as the governor of the state. The award of contract for the new Enugu State Secretariat was shrouded in secrecy and it was awarded without following due process and the said contract sum was over bloated, while large expanse of land of the Enugu State International Conference Center (construction of which was commenced by government of former Governor Chimaroke Nnamani) was illegally acquired and converted to personal estate of the son of former Governor Sullivan Chime.

The Economic and Financial Crimes Commission (EFCC), despite all the complaints of massive looting of the state treasury made against Sullivan Chime Esq. and his cronies refused to carry on any investigation and even frustrated all the efforts of Ray Nnaji Esq. to get Order of Federal High Court to compel the Commission to investigate the petitions against Sullivan Chime Esq. and cronies.

We therefore demand that the Commission should do an holistic investigation as regard the pending petitions over the looting of the Enugu State treasury by Sullivan Chime Esq. and cronies not just the issue of unlawfully collecting the sum of N450 Million Naira which is just a minute fraction of the massive looting of the treasury by Chime administration.
